Though apartments are but a single story, the area is large, and the floor is buildable, so rooms and so forth can be made.  An altar can be purchased, as well as portals to four popular locations on the continent.  It is a convenient location to have as a base for a higher level character, due to the good variety of dungeons and shops right in and around town.
