Literacy is a miserable skill to try to level up. I have a level 99 character who still can't learn meteor swarm or frost nova because they need more literacy and leveling it is absolutely unachievable. Going to libraries and reading everything gets nowhere, reading every scroll you find (100s) gets you like 1/1000th of a level. The best method seems to be unlearning spells and relearning them, but that's infinitely tedious.
